Emergency in California District 14


Statement from the Coalition for Common Sense in Los Angeles The Coalition for Common Sense in Los Angeles, led by Kevin Call (“Mayor of Skid Row”) and medical relief worker Michael Sean Wright, has organized business leaders, public safety officials, and grassroots community groups to speak loudly and clearly in order to demand an end to the ongoing and worsening neglect of the humanitarian crisis in downtown Los Angeles. Therefore: We demand that Councilmember Ysabel Jurado (CD14) resign immediately. Councilmember Jurado was elected on December 9, 2024, openly running as a Democratic Socialist, with a clear mandate to bring immediate aid and meaningful improvement to the people of her district. Since her election, conditions on the ground have instead deteriorated significantly. Current Conditions in CD14 Public Health and Sanitation Collapse The streets are increasingly filthy and dangerous. Entire blocks are lined with garbage, making navigation difficult and creating severe public health hazards. This neglect is untenable and must be addressed immediately. Rising Violence and Sexual Assaults Violent crime and sexual assaults have increased in CD14 since her election, even as crime has declined citywide. Additional funding must be appropriated for LAPD and LAFD, and the local Community Engagement divisions of LAPD must be expanded. Overwhelmed Emergency Responders Firefighters and paramedics stationed in Skid Row are often unable to eat or rest due to the overwhelming volume of emergency calls, including repeated overdose responses. While overdose deaths have declined citywide since 2024, CD14 remains in critical condition. Children in Unsafe Conditions Children are regularly seen in and around Skid Row, and drug paraphernalia is now being found in the vicinity of these children. Taxpayer-Funded Distribution of Drug Paraphernalia Illegal drug paraphernalia continues to be distributed throughout Skid Row through controversial taxpayer-funded “public health” initiatives. This includes, but is not limited to: crack pipes needles tourniquets cookers Community leaders from Skid Row have repeatedly testified in Federal Court demanding that the practice of distributing needles and crack pipes into the community cease. Open-air drug use and its associated harms must be brought to an end. Lack of Response from CD14 Leadership The community leaders of Skid Row have called for help repeatedly, with no meaningful response from the Councilmember’s office.
